Welcome to the web pages of the Legal Tools Outsourcing Partners (LTOP). We are a group of universities and NGOs committed on the basis of formal co-operation agreements with the International Criminal Court (ICC) to contribute to the maintenance and development of the collections, databases and commentaries of the Legal Tools Project. The ICC has decided to use such outsourcing partnerships in order to create a broad, stable and long-term capacity to expand and improve the Legal Tools.

The Network was formed in Nottingham on 10 November 2007 following the international conference the 'ICC and the State'. The objective of the Network is to coordinate activities between partners, establish common projects and develop joint funding applications.

The outsourcing partners report to the Co-ordinator of the Legal Tools Project, Morten Bergsmo, who is the Convenor of this Network.
