The Norwegian Centre for Human Rights, University of Oslo, Norway

The Norwegian Centre for Human Rights (NCHR) is both the Norwegian human rights commission and a university institute. With a turnover exceeding NOK 80 million and more than 60 employees, its activities comprise research and teaching, activities as the Norwegian national institution for human rights, and international programmes.

In 2005, the International Criminal Court (ICC) in The Hague formally requested NCHR to support its ICC Legal Tools Project. The NCHR responded positively, and a Co-operation Agreement between the institutions was signed in December 2005. Financial support for a new programme was provided by the Norwegian Ministry of Foreign Affairs and the ICC Legal Tools Programme at the NCHR was fully operational by mid-2006. It is currently staffed by three full-time lawyers and one part-time intern.

The Norwegian Centre for Human Rights assists the Co-ordinator of the Legal Tools Project with the co-ordination of the day-to-day uploading of documents and registration of metadata in the Legal Tools Database by all the outsourcing partners.

The ICC Legal Tools Programme at the NCHR is responsible for:

  • Editing metadata for Basic ICC documents and the ICC preparatory works;
  • International(ised) criminal judgments
  • International(ised) criminal jurisdictions
  • National cases involving core international crimes and national jurisdictions for the following countries: Denmark, Finland, France, Iceland, Norway, Sweden, Afghanistan, Cambodia, China, Indonesia, Nepal, Solomon Islands, Timor-Leste, Vietnam,Kenya, Uganda, Sierra Leone, Zimbabwe, Sudan, Eritrea, DR Congo, Sør Afrika Etiopia, Rwanda, Senegal, Burundi and Somalia.
