The Hague Institute for the Internationalisation of Law (HiiL) and the T.M.C. Asser Institute, The Netherlands

The Hague Institute for the Internationalisation of Law (HiiL) have formed, together with the T.M.C. Asser Institute (TMCAI), a consortium for the purpose of cooperation in the ICC Legal Tools Project.

The involvement of HiiL and TMCAI in the Legal Tools project
The Co-operation Agreement laying down the conditions of HiiL and TMCAI involvement in the Legal Tools project was signed in September 2008 by all involved parties. Based on the Agreement, HiiL and TMCAI are obliged to contribute to the development of the following Legal Tools:
National Jurisdictions: HiiL and TMCAI shall collect information regarding States not yet featured in this Tool and will maintain the information on the States already featured in the Tool by adding relevant documents. HIIL and TMCAI shall also ensure the consistency of the structure of the information contained in the Tool.
National Cases Involving Core International Crimes: HiiL and TMCAI will maintain this Tool updated by collecting, categorizing and including new decisions relevant to the Tool and complete the Tool with relevant decisions not yet included therein.

To be an international centre of excellence fostering research that helps national legal orders meet the challenges posed by internationalisation of society.

Strategy
HiiL has its own research agenda on the basis of which it initiates, funds and facilitates top-level, innovative and multidisciplinary research which will generate practical solutions to real problems, and within the parameters of which it established and maintains substantive international networks in order to identify topics for research, provide input for that research and evaluate the research results.

What is the HiiL research method?
HiiL has developed a unique research method, characterized by the following elements:
HiiL research is always centred around a problem, not a discipline;
Research problems are identified through a bottom-up approach, with the aid of practitioners and scholars (the HiiL networks);
Research questions must be innovative and have societal relevance;
The involvement of practitioners is aimed at ensuring that HiiL research results are translated into practical results;
Once completed, HiiL research results are subjected to new scrutiny by the relevant HiiL network, thus leading to new issues for analysis.

T.M.C. Asser Institute
Mission statement
To initiate, support and realise innovative, scholarly research and postgraduate education activities, preferably on an inter-university basis, and be instrumental in initiating and facilitating other activities which are of importance to disseminating in-depth and broad knowledge of International Law and European law in the Netherlands and beyond, whilst contributing to strengthening The Hague’s position as the city of Justice, Peace and Security - the Legal Capital of the World.
